David R. Davy, 23, of Waukegan, was charged with speeding and no valid driver’s license at 12:24 a.m. on May 26, in the intersection of Route 41 and Westleigh Road. Police conducting speed enforcement on Route 41 observed a silver Hyundai traveling 75 mph in the posted 55 mph speed zone.
